The City of Toronto Administrative, Professional, Supervisory Association, Incorporated (COTAPSA) was formed in 1967.In 1998, following amalgamation, COTAPSA Inc. merged with other former Municipal Management Associations to become one strong voice. We now proudly represent the majority of eligible non-union employees from across the City. We are the oldest and largest Municipal Management Association in Canada.
